President's Message: Peaceful Assembly on ��ϲ��’s Campuses

Dear members of the ��ϲ�� community,

A university must be a site for the free and respectful exchange of ideas, engagement with dialogue, and the pursuit of teaching and research. Fundamental to this mission is the ability to carry out academic activities in spaces that are welcoming and respectful of the pursuit and advancement of knowledge.

Last month, ��ϲ�� saw a protest at the Desautels Faculty of Management that resulted in the movement of all classes there online for the day. As I have communicated earlier, this was unacceptable.

I am aware of further calls and plans for groups to carry out protests that would ‘shut down’ academic activities at ��ϲ�� in the weeks to come. Let me state in the clearest and most unambiguous of terms: we will not tolerate any interruption or interference with ��ϲ��’s operations as a result of protests, regardless of the cause concerned.

Our University will always be steadfast in its protection of civil liberties – including our freedoms of expression, association, and peaceful assembly – within the limits of the law and our policies. Conversely, exercising these liberties outside of these bounds, such that our core activities are compromised, is not tolerable.

First and foremost, all members of our community have the right to learn, teach, and work in a peaceful environment without disruption. To ensure this, we will strictly and quickly apply the Operating Procedures Regarding Demonstrations, Protest and Occupations during any protest that would interfere with campus activities, including blocking access to buildings, rooms or classes.

These Procedures, which came out of extensive consultation with members of the ��ϲ�� community in 2012-13, authorize Security Services to instruct demonstrators to reduce the level of noise, to identify themselves, to leave a particular location, to move to a more suitable location or to disperse. If they do not, as per the Operating Procedures, we will request police intervention.

I want to reassure the members of our ��ϲ�� community that they will not be targeted for engaging in peaceful demonstrations that do not interfere with or obstruct University activities or otherwise violate the law or our policies.

This campus belongs to all members of the ��ϲ�� community. We must be open to the expression of views, even – perhaps especially – when these run against the grain or challenge established beliefs. What is not permissible, however, is the obstruction of entry or exit of any campus building or of any site where academic and research activities are meant to occur.

I appreciate that the last months have been incredibly difficult for many members of our community. It is my responsibility as President of ��ϲ�� to ensure that, even in the face of tumultuous times, our University continues to move forward with its mission tied to teaching and learning, research, and service to society.

��ϲ�� Response to the Proposed Quebec Government Tuition Changes

Dear members of the ��ϲ�� community,

On October 13, the Government of Quebec announced plans to change the funding model related to university tuition. While we begin to assess the implications of the news, I want to provide some initial perspective.

What the Quebec Government announced:

Tuition fees for Canadian students from outside of Quebec would increase from $8,992 to around $17,000. Current students would have five years to complete their program of study under the existing tuition structure.
The funding model for universities regarding international students would change, with the Government clawing back more money from tuition fees than is currently the case.
These two changes would apply to undergraduate programs and non-research and professional master’s programs.
Much of the tuition that students pay to ��ϲ�� would be returned to the Government and reallocated to francophone universities in Quebec, but the University would receive government grants to partially support the cost of teaching.
The tuition changes would apply to students beginning their studies in fall 2024.

Impacts on ��ϲ�� and next steps:

These measures, if implemented, would have serious consequences. I have mobilized the senior administration, Board members and teams across the University to demonstrate the concrete negative effects these measures would have on ��ϲ��, on the higher education sector, and on the whole of Quebec society. Our focus is to work with government and our partners to reverse these impacts.

More information is needed before we can confirm the financial effects these measures would have on ��ϲ��. In the meantime, I ask those responsible for spending to be prudent, while continuing to be ambitious in advancing the University’s mission.

It goes without saying that these measures could affect the recruitment of prospective Canadian students from outside Quebec, as it will cost less to study elsewhere in Canada for many programs. Although ��ϲ�� distinguished itself again last week as Canada’s top Medical Doctoral university, a near-doubling of tuition will make many think twice about their academic choices in fall 2024 and beyond.

The make-up of ��ϲ��’s student body is unique in Canada. Half of our students are from Quebec, 30 percent are international students, and the remaining 20 percent come from the rest of Canada. This diversity of origin and perspectives is part of ��ϲ��’s unique character – its DNA. We must protect this richness of community.

These measures threaten the University’s capacity to be a positive force for our home. Quebec boasts 19 distinguished universities, each playing a distinct role to meet the diverse needs of our population.

We need to ensure everyone realizes the incredible contributions that ��ϲ�� makes, not just to Montreal but throughout every region of Quebec. And among ��ϲ��’s strongest assets is its tremendous power to attract and retain the highly skilled people who contribute so significantly to Quebec’s economy and society.

The power of an open Quebec society:

We are concerned that, in the government’s announcement, prospective students from outside Quebec may hear the message that they are not welcome – despite Montreal’s reputation as a global education destination, and the extraordinary contributions of students and alumni within Quebec.

We are stronger when our doors are open – when we attract the brightest minds from Canada and the world, enticing and equipping them to build fulfilling, productive lives here. They have so much to share with Montreal and Quebec.

And likewise, we Quebecers have so much to share with them: the cultural richness of la métropole; the strength of Quebec innovation and identity; the power of our made-in-Quebec ideas. When we close our doors, we compromise not only our values, but our future.

��ϲ��ians care deeply about their University, and I know that this announcement is concerning for many of us. We will engage government and partners to address these proposals, seeking ways to strengthen all universities for the good of Quebec.

Congratulations to philanthropist Sylvan Adams, the namesake of ��ϲ��'s Sylvan Adams Sports Science Institute, who finished first in the Masters 65-69 age group of the 2023 UCI Cycling World Championships in Scotland on Friday. This event, open to all athletes, had more than 1,800 riders from 68 countries competing for one of 20 gold medals and rainbow jerseys. Then on Monday, Adams also finished first in his age bracket in the championship’s individual time trial, winning by more than one minute on the 22-kilometer course.

Douglas was a physical education teacher at Three Rivers High School in the 1950s and went on to serve for 25 years as a professor for the Department of Kinesiology and Physical Education at ��ϲ�� University and as Chair of the department.

Doctoral work, by its nature a journey into uncharted territory, can be an uphill, lonesome slog at the best of times. Throw in a global pandemic’s uncertainty and isolating lockdowns – including no access to labs, libraries or even fieldwork – and it is little wonder that doctoral students were sending out distress signals. Recently, a team of Quebec researchers conducted an exploratory study on the effects the pandemic had on doctoral students. They discovered distress was much higher among female doctoral students, who also reported higher rates of disruption in their research progress.

Rachelle Aucoin, PhD Student in the Clinical Exercise and Respiratory Physiology Laboratory, has secured doctoral funding from both the Fonds de Recherche de Québec Santé (FRQS) and the Canadian Respiratory Research Network (CRRN).

She was awarded a 4-year funding package from FRQS totalling $84,000 and a $10,500 scholarship from the CRRN.

Helping Kids Deal with the Mental Burdens of COVID

A recent study from a group of Quebec researchers reinforces the idea that children, particularly those with developmental issues or health problems, may be particularly vulnerable to the interruptions to their regular routines caused by the pandemic. The study, published in the journal Frontiers in Psychiatry in December 2021, suggests children were particularly susceptible to disrupted sleep patterns, loneliness and isolation.

Participatory Research in Education and Agency in Mali (PREAM) Project Launches for Adolescents in the Segou an Mopti Regions

As a history teacher, she says she believes students don't connect with the material in Quebec's history curriculum, so she focuses on the stories that are under-represented — Black history, Indigenous culture, the stories of Asian people who came to Canada, and of women in Canada, for example.

Jafralie says, at the end of the day, her students are what motivate her.
